City Council passed a resolution declaring today as Black Balloon Day in the city.   This annual event is organized by the Marshall County RISE Prevention Coalition.  We pause to remember all those who have lost their lives due to drug overdoses.  The City Hall staff wore black to commentate the day. Also representing the city is the Fire Department and Police Department.
